Darmstadt / Munich, Germany, 12/6/2011
The interconnectivity of approval processes based on national e-government applications for cross-border oversize and heavy transport in Germany and Austria—known as x-trans.eu—will be unveiled today at the German National IT Summit 2011 in Munich. The project was initiated by the Bavarian state IT commissioner. As members of the summit’s working group 3, Software AG and ]init[ AG are involved in the project’s technological implementation. Experiences from x-trans.eu will be applied to the development of future e-government innovations.
National approval processes for cross-border business transactions are inefficient and expensive. A cutting-edge process offers promising benefits for the approval of shipments of oversize and heavy loads between Germany and Austria.
Under the auspices of German Federal Ministry of the Interior, 13 partners from science and industry collaborated on the Process Data Accelerator research project (P23R) between July 2010 and November 2011. With the goal of speeding up process chains and cutting bureaucratic expenses, they developed the foundation for simple, secure and transparent electronic data exchange between companies and government offices. The P23R concept can be employed for all 10,000 types of obligatory registration with Germany’s government offices and will be a major factor in decreasing the country’s €50 billion in annual bureaucratic spending.
Spearheaded by the states of Bavaria and Upper Austria with scientific support from the Technical University of Munich, the findings of the research project will be put to practical use for x-trans.eu. The groundbreaking concept will include an Internet portal for the approval of oversized and heavy load shipments between Bavaria and Upper Austria.
Franz Josef Pschierer, state secretary of the Bavarian Finance Ministry and IT commissioner for the Bavarian government, emphasizes, “European interoperability is a critical goal of the European e-government action plan. Bavaria and Upper Austria have worked on this collaboratively and non-bureaucratically. The x-trans.eu project will relieve industry. It is based on future-proof technology that is adaptable to other European countries and serves as a model for all of Europe."
Karl-Heinz Streibich, Software AG CEO and co-chairman of working group 3 at this year’s IT Summit, “Innovative Government IT Offerings,” elaborates on the significance of the x-trans.eu project, “We need landmark projects in Germany if we want to maintain value creation here. The public sector is a key consumer. P23R and cross-border oversize and heavy traffic are key innovation topics for the National IT Summit, and the German government and the state of Bavaria have assumed pioneer roles.”
According to Dirk Stocksmeier, CEO of ]init[ AG, “We are sounding the bell to a new era in European oversize and heavy traffic with the x-trans project. Thanks to efficient administrative processes based on the Process Data Accelerator, public offices are now able to approve shipments faster. Furthermore, it helps logistics companies plan routes that are ecologically and environmentally sound. And, to individuals like us, it means fewer long and stressful traffic jams during our daily commutes.”
